Motion:

“That ICPA Qld lobbies the Department of Education (DoE) to implement regular, independent reviews of beginning Principals in rural and remote schools, aligned with the Australian Professional Standard for Principals framework and ensure reviews are implemented, measured and monitored.”

Explanation:

In some small schools, there is often only one teacher, usually a teaching principal, and then a second teacher, or part thereof. Teachers posted in small, rural schools often have no prior experience in the principal role or a multi-age class setting.

With limited to no prior experience, beginning Principals often flounder in the role. This results in inconsistent management of the school, reduced continuity and stability in student learning, increased behavioural challenges and disunity among staff, P&C and wider community.

External reviews would keep track of the principal’s performance through regular communication, checks against the Australian Professional Standard for Principals framework and school visits to ensure a smooth transition and running of the school.

This approach would support beginning Principals while ensuring rural and remote schools maintain consistent, effective leadership.
